David J. Niemeyer
Dave Niemeyer is responsible for the management and operation of all the affairs and departments of the Village of Tinley Park.
Niemeyer received a bachelor’s degree in political science in 1983 and a master’s degree in public administration in 1985 from Northern Illinois University. He has served as Village Manager for Richton Park (1993-98), Homewood (1998-2003), Des Plaines (2003-2007) and Oak Brook (2007-2014). He also served as Village Administrator for Orland Hills from 1988 to 1993 and as City Administrator/Assistant to the Mayor in Harvard, Illinois from 1986 to 1988.
Niemeyer is affiliated with the International City/County Management Association and the Illinois City/County Management Association.
Steve Tilton Assistant Village Manager
Steve Tilton has oversight over the Public Works, Public Safety, Human Resources and other administrative functions of the Village of Tinley Park. He has been employed with the Village since 2006.
Tilton received a master’s degree in public administration from Northern Illinois University in 2002. During graduate school (2000-2002), he was employed as an intern in the Planning and Development department at the Village of Woodridge. He previously worked in the Village of Cary from 2002 to 2006 as an assistant to the Village Manager.
Tilton is a member of the International City/County Management Association and the Illinois City/County Management Association. He is also a Past President of the Illinois Association of Municipal Management Assistants.
Brad L. Bettenhausen
Brad Bettenhausen has served as Tinley Park’s Treasurer since March 1984 and is a lifelong resident of the Village.
Bettenhausen is a Certified Public Accountant (CPA), a Certified Governmental Financial Manager (CGFM) and a Certified Public Funds Investment Manager (CPFIM). He has a bachelor’s degree in accountancy from Northern Illinois University.
Bettenhausen is a member of the Association of Public Treasurers of US&C (APT), Government Finance Officers Association (GFOA), Illinois GFOA, Association of Governmental Accountants (AGA), AICPA and ILCPAS.
Bettenhausen also is involved with local community organizations such as the Kimberly Heights Sanitary District, Tinley Park Historical Society, Orland-Tinley Park Cemetery Association, and the Kimberly Heights Homeowners Association.
Director of EMA and 911 Communications
Pat Carr has been with the Village of Tinley Park since 2005 and is responsible for emergency planning, coordination, response and recovery from natural and manmade incidents. He also is the Village EMS Coordinator and oversees the 911 Dispatch Center.
Carr is a retired Air Force Major with 23 years of service. In addition to his military experience, he has held company leadership positions in operations and sales.
Carr was the founder and president of AvTurf LLC, where he invented and received eight patents for marketing, safety and erosion-control applications.
Carr received a bachelor’s degree in aviation management and a master's degree in public administration from Lewis University.
Chief of Police
Steve Neubauer is responsible for organizing, planning and directing police services for the Village of Tinley Park. That includes staffing, equipping and training approximately 100 sworn and civilian staff to respond to any and all law enforcement issues, as well as overseeing a $15 million annual budget.
The police department provides around-the-clock patrols and investigative follow-up, along with tactical responses to requests from citizens. Police officers enforce ordinances, traffic laws and criminal laws to support a safe community.
Neubauer received a bachelor and master’s degree in criminal justice. He also attended Northwestern University’s School of Police Staff and Command.
Neubauer spent more than 37 years with the Elmhurst Police Department, eventually rising through the ranks to become Chief of Police in 2003. He joined the Tinley Park Police Department as Chief of Police in January 2012.
Donna Framke is responsible for the marketing, public relations, special events, public information and tourism functions of the Village of Tinley Park.
Framke received a bachelor’s degree from the University of Illinois/Champaign and completed more than 40 hours of graduate-level marketing studies at DePaul University. She is a member of the City Council Communications and Marketing Association and the American Marketing Association.
Prior to joining the Village, Framke was employed as vice president of marketing for Beverly Bancorporation, a holding company for the Beverly Bank group. She also worked as an account manager for an advertising agency.
Framke has sat on the school board for Community Consolidated School District 146 since 2001. She also taught religious education at St. Julie Church from 1998 to 2013.
Director of Human Resources – Office of Risk Management
Patrick Gerard “Gerry” Horan is responsible for overseeing employee benefits, recruitment and retention, risk management and professional development for the Village of Tinley Park.
Horan, originally from County Kerry, Ireland, earned a bachelor’s degree in banking and finance from DePaul University and a master’s degree in human resource management from the Keller Graduate School of Management. As a graduate of the American Institute of Banking, his professional experience spans more than 30 years in banking and municipal government.
Horan initially joined the Village of Tinley Park in 1997 as an accountant in the Finance Department, where he oversaw payroll, accounts payable, accounts receivable and day-to-day operations. He became Director of Human Resources in 2001.

Public Works Director
Kevin Workowski is a lifelong Tinley Park resident whose entire municipal career has been with the Village.
Workowski was employed by Underwriter’s Laboratory in plant maintenance from 1982 to 1987. He began his career with the Village as laborer in 1987, moved to laborer/truck driver in 1997 and then maintenance man in 2001. He was promoted to Road and Bridge foreman in 2001 and then superintendent. He also served as a volunteer for the Tinley Park Fire Department for several years.
Workowski was promoted to Assistant Public Works Director in 2004 and then Public Works Director in 2016. As director he is responsible for the management, planning, coordination and direction of the entire Public Works Department, which includes about 70 full- and part-time employees. He also provides administrative direction to three divisions including Water/Sewer, Fleets and Facilities and Road and Bridge.

Steve Klotz Interim Fire Chief
Stephen Klotz has served the Tinley Park Fire Department since 1993. He moved through the Fire Department ranks, serving first as a firefighter and then being promoted to engineer, lieutenant, captain, assistant chief, deputy chief of operations and then interim fire chief. Klotz is responsible for about 120 firefighters and the overall operation of the fire department.
