The Village of Tinley Park is here to assist you in leasing or purchasing commercial space or property. Please follow the steps below to begin the process.
Complete and submit the Change of Use/Owner Application on the Village BS&A portal. The application fee is $50. When applying online, please check the “I certify that I am the owner of the property listed above” box. The Building Division understands that a tenant of the property may be applying; checking this box allows for the online permit application to proceed.
Before proceeding with the Change of Use/Owner process, the Village encourages you to explore available grant opportunities and potential incentives. For more details and helpful resources, visit the Village’s Business page.

Once your application is received, the Building Division will reach out to schedule an inspection. Inspectors from multiple focuses, including building, plumbing, electrical, public works, planning, fire prevention, and health (if applicable), will conduct the inspection. Ensure inspectors have access to utility rooms, especially in multi-tenant buildings. Inspection focus areas include:

  • Building: Restroom accessibility, HVAC servicing, commercial kitchen hood maintenance, and renovation permits
  • Electric: GFCI protection near water sources, functional outlets, and proper electrical panel schedules
  • Plumbing: ADA-compliant fixtures, backflow prevention devices, and proper installation of water heaters
  • Health (food establishments): Adequate hand sinks, proper refrigeration, and certified food safety personnel
  • Planning: Proper signage, landscaping, parking lot conditions, and site maintenance
  • Public Works: Ground wire attachment and certified RPZ or double-check valve
  • Fire Prevention: Adequate egress, fire protection, occupancy hazard evaluation, and proper addressing
Following the inspection, the Village will provide a letter detailing any code violations or required corrections. Some corrections may require building permits. Necessary improvements must be completed before the Village can issue a Certificate of Occupancy.
Once you've made any corrections, contact the Building Division for re-inspection. Upon final approval, the Village will issue a Certificate of Occupancy and a business license (if applicable).
If you're planning extensive remodeling, you must obtain a building permit before starting work. Plans should include corrections identified in the inspection report. Fire Protection and Alarm Permit applications may be required for certain modifications.
The Village of Tinley Park Building Code aligns with the International Code Council (ICC) standards, adopted on Nov. 1, 2022.

The Village requires a sign permit for permanent or temporary signage, including monument, wall, and window signs. Ensure compliance with the Village’s Zoning Ordinance and address any non-compliant signage.
